What is a School Board?

A school board is a local governmental body that is guardian of the public trust and, through the policies it makes, is responsible for balancing the community goals and values with the needs of the children to provide them with a sound academic foundation.

What are the roles and responsibilities of a board?

• Ensure creation of a vision and goals for the school and evaluate school success
• Adopt policies that inform school actions
• Hire an executive Director (ED) of the school and evaluate the ED success
• Approve an annual budget consistent with the school’s vision
• Communicate the school’s vision and success to the community

Who is eligible to serve on the Phoenix Board?

To be eligible for election, a local school board candidate must:

     1. Be a United States citizen.

     2. Be 18 years of age or older on the date of appointment.

     3. Have not been determined by a final judgment of a court exercising probate
           jurisdiction to be partially or totally mentally incapacitated and the person’s
           mental capacity has not subsequently been completely restored by a final
           judgment of a court exercising probate jurisdiction.

     4. Have not been finally convicted of a felony from which the person has not
           been pardoned or otherwise released from the resulting disabilities.

     5. Be a resident of Texas for not less than twelve (12) months and a resident of
           the District for not less than six (6) months.

     6. Be a parent, grandparent, or guardian of a student in the District; or

     7. Be a member of the communities within the District boundaries
           without a student in another district.

Employees of the School, and Family members, as defined in Tex Gov’t Code §573.002, of Employees, or active Board Members cannot be on the Board.

All school and community members are welcome to attend school board meetings.

Public comment will be held immediately after a quorum is established; time limits apply.

Items not on the agenda may be heard by the board once signed in with the Secretary. The board can only respond to non-agenda items by stating facts, reciting existing policies, or voting to place the item on a subsequent meeting agenda.

To have an item placed on the agenda, provide the topic and any information to the school secretary in the Epsilon Office no later than the first Monday of the month.
